If you wonder, do you need to build different building in your non-capitol towns and do you need to update them here is the answer.
The answer is yes - you should build all available buildings in each town and improve each one as much as possible. The main reason is part of your overall score is based on the number of building improvements you have made in your towns and the accumulated resources that went into those upgrades so that higher level improvements with larger resource commitments bump up your score in larger increments.
Of course the decision on which building to improve in a town is based on what benefit does the building provide and what are the resource demands to improve it. For example improving an embassy over a second or third workshop adds to your diplomacy points but improving a workshop to a level lower than your highest workshop level only adds to your building points.
