Pillaging is a very important aspect of Ikariam. Some people like to play a defensive strategy and some don?t. Although Ikariam is better when you are pillaging. But this tip is more for the people that don?t. If you look at a villages generals score and see that they have 0 there is not much point to sending a huge army. So send 1 or 2 units if they have low level towns. Always pillage the inactive players. Inactive means they have not been on for a quite a few days. Obviously this means they may not have as much time to play the game. It should be considered your job to pillage them. Remember everyone else is so hopefully you get in while there are still some goods available.
